Baulderstone, with Beca, MWH and United Group Infrastructure have joined Melbourne Water to deliver the Sewage Treatment and Pumps Stations (STaPS) Program, which has recently merged with the Water Supply Alliance Program to create the Water Resources Alliance. The STaPS Program comprises over 40 separate multi-disciplinary sewage capital works projects spread over multiple sites predominantly at Eastern Treatment Plant, Bangholme and Western Treatment Plant, as well as a number of projects at Hoppers Crossing and Brooklyn Pump Stations.
The Program involves the design and construction of new and upgraded infrastructure in civil, mechanical, electrical, and earthworks disciplines. It aims to maintain and enhance existing treatment processes for the continued provision of reliable, high quality and efficient wastewater treatment, with a focus on sustainability and value for money outcomes.
The delivery of the Program presents unique challenges including environmental and technical requirements, scheduling, procurement and resource allocation and co-location. A vast majority of projects (90%) involve interfacing with numerous other projects at the plants, including maintenance activities and working in and around operating sewage treatment plants.
The STaPS Program will embrace sustainability across environmental, social and financial aspects through a 5 star approach to infrastructure, raising the benchmark for the delivery of complex brownfield projects involving multiple stakeholders and community groups. Each project will aim to achieve outstanding whole-of-life outcomes that future operators and maintenance teams are proud of and will cater for both current needs and allow for future growth in line with Melbourne 2030
